Add Bind Address option

Add Bind Address option

This change allows to Bind Address to an IP address instead of the binding to the Interface Name in the server section.
Example:
<Server "239.192.74.66" "25826">
                SecurityLevel Encrypt
                Username "user"
                Password "secret"
                BindAddress "10.9.25.59"
                ResolveInterval 14400
        </Server>
