check_uptime: New plugin, based on new cache_event callback. Plugin checks for cache events for uptime metric, and send notifications when metric state changed.
Tree wide: Move utilities and libraries to src/utils/. This is a first step that does not yet include *all* "utils_*.c" files, but we're getting there.
