virt: Add domain state metrics dispatch

Previously information about Virtual Machine domains state
(e.g. VIR_DOMAIN_RUNNING, VIR_DOMAIN_PAUSED..) was not
dispatched (e.g. file with domain states was not created by
CSV plugin).
Now current VM state information with corresponding reason is
dispatched as ‘domain_state’.
