rdtmon: Implement RDT monitoring plugin

The rdtmon plugin collects information provided by monitoring features of
Intel Resource Director Technology (Intel(R) RDT) like Cache Monitoring
Technology (CMT), Memory Bandwidth Monitoring (MBM).
